In 2017, the Institute applied the principles of deconcentration established in previous years.

In particular, this action led to finalising the reorganisation of the operational departments of the head office (Human Resources department, Finance department), refocused on steering activities to best meet the objectives of the strategic direction plan (POS) and the objectives and performance contract (COP). The regional delegations in mainland France were put in place progressively. Thus, in the HR domain, the teams were composed within the regional delegations of Ile de France, Occitanie and the South-East, providing greater proximity to the units. Similarly, partnership services were set up and/or strengthened, to meet the objective to increase IRD’s own resources. The first tangible results of this should be seen in 2018.

The opening of a competitive recruitment campaign, giving priority to scientific employment. Also, 27 engineer and technician recruitment competitions (26 external and 1 reserved), the majority of these devoted to stability of long-term jobs (an initiative which began in 2016), but also to strengthening services in the context of deconcentration.

The Institute has also deployed national regulatory measures common to both higher education and research, which apply to staff in public scientific and technical establishments (EPSTs) and universities: Professional Progression, Careers and Pay protocol (PPCR) for category A (researchers, engineers and technicians), Payment regime taking into account roles, constraints, expertise and professional engagement (RIFSEEP) for engineers and technicians…

The first actions under the new psycho-social risk prevention scheme (RPS) have been deployed: training actions have been provided, on local managerial practices and quality of life at work, etc.

And in the future?

The Institute will continue its process of modernising, simplifying and securing its administration, in particular by becoming more involved in national public innovation initiatives. Deconcentration in regional delegations will continue, particularly including the extension of delegation of responsibilities to regional delegates, to reduce signing circuits.
